If your neighbour's bees are bothering you your first point of call should always be your neighbour. Tell your neighbour the bees are being a bother and ask if there is anything they can do. Often it is a simple case of adapting the surrounding area of the hives to change the flight path of the bees or simply moving the hives to another area.
If you have tried negotiating with your neighbour to no avail you should contact your local council to see if there are any by-laws related to keeping bees in your area. If there are specific by-laws for keeping bees in your area you may be able to ask a council officer to review the situation.
